1. Reflects and builds upon AORTA’s equity-centered recommendations, strategic questions and the strategic direction work completed in 2024

2. Identifies phased and tiered actions over the 5-year period—supporting the implementation and expansion of existing programs that strengthen the network and creates strategy screens for reviewing potential new initiatives

3. Engages stakeholders in creating goals and objectives and identifying key measures of success: 

   1. Which include: One on one interviews, focus groups and/or surveys with: members, working groups, LT and Board, Staff, and other key stakeholders

4. Defines both internal impact (network infrastructure/governance, member coordination, and equity integration) and external impact (policy, partnerships, program impact and systems change)

5. Embeds annual and mid-point evaluation check-ins.

6. Supports OCFSN in exploring and answering critical strategic questions
